Policing and Security Conference Lauds UAE Achievements in Security and Stability

The events of the Policing and Security Conference concluded yesterday with the participants praising the great achievements of the UAE’s Ministry of Interior (MoI) in fostering the security and stability of the nation. The participants additionally lauded the MoI’s ability to enforce justice and to fight crimes related to smuggling, forgery, human trafficking, and most notably, cybercrime. The Ministry’s firm methods for addressing these crimes were also acknowledged and admired.

The Policing and Security Conference at the Abu Dhabi National Exhibition Center (ADNEC), was held under the slogan ‘Global Challenges and Local Solutions’ and under the patronage of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. The events were organized by Rabdan Academy, the Ministry of Interior, and Australian Charles Sturt University.

The sessions of the conference addressed various topics including: activating the role of security and police forces, security and public safety, future police leadership, the role of research in security and police work, education, research and development, innovation in policing, cybercrimes, and security and readiness in the virtual world.

During the conference, participants were able to review a myriad of international experiences in the fields of security and in emergency and crises response. They studied the leading position of the Ministry of Interior and the distinguished experience of the UAE in their ability to immediately respond to crime. The achievements of the UAE were highlighted throughout the conference, showcasing how the UAE has successfully attained such a leading position through the ability to maintain the security and stability of the nation amidst a prosperous environment and advanced economy in accordance with the best international standards.

“The police institution must place great importance on the support for innovative ideas,” said Major General Mohammed Khalfan Al Rumaithi, Deputy Commander-in-Chief of the Abu Dhabi Police, in his opening speech. He noted that organizing this conference in the UAE reflects the vision, ambition and the aspirations of the higher leadership to make the UAE one of the best countries in the world in terms of safety and security. “It also demonstrates our keenness to be effective partners and to cooperate and communicate with other friendly and sisterly countries in order to face the challenges,” he said.

Major General Al Rumaithi also pointed to the success of the Abu Dhabi Police in providing national cadres with the appropriate training and qualifications needed to effectively develop their competencies and practical skills. “Such efforts are essential to stay abreast with the rapid changes and developments taking place in policing and security,” he said. Furthermore, he confirmed that the conference promotes the scientific methodologies behind police work in the UAE and helps to develop a culture of exchanging expertise and experiences, sharing academic research results, and optimizing the best practices to build a more secure society. “The conference effectively acquainted the attendees with the appropriate methods to combat crime, enforce justice and to increase community trust in pursuance of the Abu Dhabi Police’s vision,” he said; as he described how the police force aims to become one of the most operationally effective police forces in the world.

For his part, Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly, Assistant Director General of Total Quality at Dubai Police, noted that the most important method for generating ideas is by brainstorming, as it is considered an essential tool for thinking. He also pointed out to the importance of adopting a clear strategy that takes the employees’ ideas and suggestions into account. “A successful strategy is one that encourages employees to propose innovative ideas for problem solving, and applies less monitoring on employees by delegating authority in order to encourage innovation and creativity,” he said.

Additionally, he highlighted that the Dubai Police General Headquarters has successfully managed to obtain 50 prizes through the Creativity and Ideas Center, including 5 awards from the ‘Ideas UK’, 21 awards from ‘Ideas America’, 6 Stevie awards, 5 awards from the Dubai Government Excellence program, 3 Arab Creative Ideas awards, 9 awards from ‘Ideas UAE’, and one award from ‘Ideas Germany’.

Ian McCartney, Assistant Commissioner of Organized Crime and Cyber Crime at the Australian Police, discussed innovation in the field of security and policing. “This conference presents an important opportunity to exchange security experiences and event-related perceptions at the local, regional and international levels,” he said.

On the second day, the first sessions were held as concurrent sessions and case studies, during which Scheherazade (Cherie) Rogers, Policy Officer in the Australian Government, submitted a working paper on ‘Learning Lessons in Security and Justice Sector Reform’.  Ring Mayar of Charles Sturt University, presented a working paper entitled ‘Future Policing Challenges, Security and Climate Change’.

For their parts, Dr. Mamdouh Abdul Mutleb, Legal Counsel in the Sharjah Police, and Benjamin Currie-Nguyen from Charles Sturt University, submitted a working paper on ‘The Future of Police Sciences’ and ‘Cybercrime, Issues and Challenges’, respectively. James Spalding of the Australian Federal Police presented a working paper under the theme ‘Evolving Management in Police Organisations - from Paramilitary to Modern Leadership’.  Rob McCusker of Teeside University in the United Kingdom, submitted a working paper titled ‘Cybercrime Trends and Issues’.

Dr. Bradley Young, Director of the Institutional Effectiveness in Rabdan Academy, reviewed ‘International Cyber Laws and the Challenges for Security and Legal Enforcement’ in his working paper. Furthermore, Jonathan Kearney, Senior Lecturer at Rabdan Academy, presented a working paper on the ‘Conceptual Model for Effectiveness in International Policing Support and Assistance’.  Dr. David McKay of Rabdan Academy presented a working paper about the ‘Chemical, Biological, Radiological and Nuclear (CBRN) Threats and Challenges from a Scientific and Policing Perspective’.

During the second session, HE Dr. Ali Rashed Al Nuaimi, UAE University Vice Chancellor, tackled the importance of scientific research and the development of education. In his address, Brigadier Dr. Ghaith Ghanem Al Suwaidi, Director of the Dubai Police Academy pointed out that the Dubai Police GHQ has paid great attention to developing a strategic vision that stems out of its keenness to achieve a more effective police role so as to achieve security and social stability.

“The first strategic objective is to prevent and reduce crime, and to arrest the perpetrators,” he said. Moreover, Brigadier Al Suwaidi noted that achieving the goals requires providing human cadres qualified to discharge policing duties effectively. The Dubai Police Academy was established to form the foundation through providing such human cadres, which is followed by multiple building blocks in this grand edifice, as well as by the continuous developmental plans at the Dubai Police Academy.

Senator Vernon White, Canadian Senate member, emphasized that the conference represents an important opportunity to exchange security experiences and event-related perceptions at the local, regional and international levels. “It is also an excellent opportunity to build on the successes of the previous police and security conferences that have been held in Australia,” he said.
